Why is one assumed to have looted a store..
While this pair of people are assumed to have just found their food?

The long and the short of it.. the captions came from two different organizations, two different photographers... the man in the first picture actually broke into a place and took that stuff... the couple found the food floating out of a flooded store.
Still, it is rather telling.
